On this front, the good news is that a California Public Utilities Commission (CPUC) Judge has proposed requirements that Comcast make major expansions and improvements to its $9.95 a month affordable Internet program, if it is to win regulators’ approval to merge with Time Warner Cable in the nation’s largest state.
